To be effective, an international regime must play a significant role in solving or at least managing the problem that led to its creation. But because regimes--social institutions composed of roles, rules, and relationships--are not actors in their own right, they can succeed only by influencing the behavior of their members or actors operating under their members' jurisdiction. In North America, it is recommended that occupational exposures to SO 2 be no higher than 2 ppm ( mg/m 3) over the long term, and no higher than 5 ppm (13 mg/m 3) for shorter exposures. However, some people are relatively sensitive to SO 2, and concentrations less than 1 ppm ( mg/m 3) may cause them to suffer asthma or other distresses.
The Convention on Long-range Transboundary Air Pollution (LRTAP), negotiated under the auspice of United Nations Economic Commission for Europe (UNECE), aims at limiting and, as far as possible, gradually reducing and preventing air pollution including long-range transboundary air pollution. Air pollution impacts on forests have been observed over the past 50 years across many parts of North America and Europe, and increasingly, in recent decades, in Asia. A key component of this pollution is ground-level ozone, which has been found to affect tree physiology, growth, development, and biomass and carbon sequestration in many.

To improve air quality, UNECE member States have been working successfully to reduce air pollution in the region through the Convention on Long-range Transboundary Air Pollution.
Eight protocols identify specific measures to be taken by Parties to cut their emissions.
